Frustrating an enemy
Ok I have absolutely no idea if this would work in PvP or not. This is mainly stopping people from hiting you. I think this would be a good build for slowly killing someone. This probably sucks but i was looking at the skill listing and trying to find something that might work. Here it is anyway.
Blinding Flash
Attunement to Air (so i can keep casting blinding flash)
Empathy
Shatter delusions
(probably could change these into damage air spells)
Conjure phantasm
Distortion
Sooting Images
Res sig
I would apreciate comments unless this idea for a build sucks.

I see a few problems with this build here:
-No self-heal
-No energy management
-Redundant skills (espically blining flash and distortion)
-Attributes spread too thin
As for improvements, I'd reccommend dropping Air Magic all together and putting the points into Inspiration. By doing that, you can use Ether Feast for some healing and combine Spirit of Failure with Distortion for some great energy management (in PvP anyways). You might also consider dropping Domination ti allow you to max our your points in Illusion/Inspiration (if that is the path you want to go) and replacing empathy/shatter with clumsiness/ineptitude. You might also consider replacing Conjure Phantasm with something like Images of Remorse to ease up on energy usage.
I realize I kind of shreaded your original build, but I think this might give you a little better chance of success. Also, if you want to go Domination primarily, the "Signet of Midnight + Plague Touch" combo is a great no-attribute combo that can keep two physical damage classes off you or your monk pretty much indefinately.

Lotsa redundant stuff, yes. If you gonna put BFlash on a Me, either go FC Air or use Spirit of Failure to leech nrg. Proper cover hex is advised but in a Me/E combo there isnt many cover options that are worthwhile. Soothing Images is overkill, use SV if you must have something like that. Shatter Delusions is completely useless in this build, grab a self heal (E-feast). Degen part is unimpressive.
I've run this following build in all the versions listed before:
1- BFlash
2- Enervating (covers blind)
3- L Orb
4- L Strike / Cover Hex for SoF
5- Ele Attunement (E) / E-drain (E) / Mantra of Recall (E)
6- Air Attunement
7- E-feast / Spirit of Failure / Drain Enchantment
8- Res

Drop Soothing Images, Empathy, and Shatter Delusions. SD is only useful if you have PP. Why do you have Soothing Images and Distortion and Blinding Flash anyway?

Blinding is impossible to run without heft energy management.
Simply because of the 15en
Condition shutdown is iffy at best, mesmer has a lot of hex shutdown tools.

why would you run a mesmer primary and bring blinding flash? why not sig of midnight?
15 energy with a 4 second recharge?
sig of midnight/plague touch will cost 5 e. use epedemic and spread it around if you like but just the sig and plague touch is nice. mantra of inspriptions with even 7 in inspiration is great but a real mesmer would have 9 anyway.
save blinding flash for the ele's

It's ok if you run an FC spiker. You gotta use both attunements tho, or some real heavy nrg management. SoFailure is cool with BFlash. And I like FC L Orbs.

Why run into air magic if you want to fustrate an enemy? I always thought mesmers had enough skills to do that in there own lines :S

Sorry for sounding harsh if I did but it is just in PvP it depends on where you plan on playing with this build.It could be for RA,TA,HA.AB or GvG.I don't know much about Mesmers but when it comes to Monks we can come up with General Build that may not be so bad.

It's the most logical thing to do. Once you get rid of the excess skills and start putting stuff like cover condition for blind, and then you look for damage dealers that outperform the ones that were there originally, and then you think about nrg management, and you do end up with an FC Air. It's the best build for the purpose.
And for the record- interrupts is what frustrates people the most, not blinds.

I told you i dont like this kinda thing it was umm how do i put it a "in the moment" kinda thing. and i usually like to play energy denial anyways. So do not post any more, and dont feel bad for whatever you said I really dont care
